Short-Term Scheduler

The Short-Term Scheduler handles short-term planning. This consists of changing the work of personnel after the initial allocation has been performed on the roster (daily plan), based upon the propagation of the allocated base roster for the chosen year period.

Short-term planning includes the functionality that is available in the Duty Scheduler, Roster Scheduler and Allocator. However, short term planning deals with calendar days rather than abstract frequencies (weekdays and year periods), and with actual personnel resources (personnel names or numbers, with concrete skills and availability) rather than abstract duty numbers (associated with certain skills).

 

Main features:

  • Imports duties from the Duty Scheduler, unallocated base rosters from the Roster Scheduler, and allocated base rosters from the Allocator, and propagates them into the roster (daily plan)
     
  • Enables the creation of new trains, and the cancellation and modification of existing ones
     
  • Maintains information about the personnel resources, namely personal and historical information, skills, absences, and holidays
     
  • Enables scheduling and rescheduling of train tasks into duties and duties into rosters
     
  • Enables allocation and reallocation of duties to personnel resources
     
  • Provides full integration of scheduling/allocation and rescheduling/reallocation modes
     
  • Manual, assisted-manual, semi-automatic and automatic modes
     
  • Takes into account station resources (meals in restaurants, sleeping in dormitories, etc.)
     
  • Considers user-defined types of tasks (both trips and tasks within stations)
     
  • Considers equipment, task, and road knowledge of individual personnel resources, as well as knowledge refreshment
     
  • Considers unavailability of individual personnel resources due to different types of absences
     
  • Considers transfer times between tasks
     
  • Considers duty briefing and debriefing times
     
  • Considers rest periods and rest patterns
     
  • Allows the segmentation of tasks
     
  • Provides automatic and/or manual generation of positioning trips
     
  • Takes all labour rules in consideration (both soft and hard rules, and both at the duty level and at the roster level)
     
  • Shows the violations existing in a day, week, or year plan of personnel resources
     
  • Shows the deviations to what was planned at the long-term level
     
  • Shows the deviations to what was really performed
     
  • Warns the workers about changes in their plans
     
  • May provide information to the customer personnel payroll system, about what was really performed by the workers, including the complete history of relevant deviations to what had been planned
